聯(lián)合學院簡介
天津大學—新加坡國立大學福州聯(lián)合學院(簡稱“聯(lián)合學院”)由天津大學、新加坡國立大學、福建省政府和福州市政府四方共同建設(shè)。聯(lián)合學院融合兩校教學科研優(yōu)勢，致力于建設(shè)成為一所集產(chǎn)學研用相結(jié)合的世界一流中外合作辦學學院，面向未來培養(yǎng)頂尖人才，同時聚焦柔性電子與新興光電子、先進化學制造、能源材料和催化等領(lǐng)域，開展戰(zhàn)略性、創(chuàng)新性科學研究，服務(wù)國家戰(zhàn)略需求和地方經(jīng)濟發(fā)展。

一、實驗安全主管
工作地點
福建省福州市長樂區(qū)濱海新城。入職后有機會前往新加坡國立大學，實地參觀學習其實驗室安全管理模式。

崗位職責
1.負責組織編制、審核、確定實驗室安全管理制度和標準操作程序（包括實驗和設(shè)備的標準操作程序），構(gòu)建完備的實驗室安全管理體系；
2.負責指導(dǎo)實驗室安全管理工作，監(jiān)督安全管理制度的實施；
3.負責建立完整可行的工作場所安全風險評估、預(yù)防、處理和善后機制；
4.負責組建實驗室安全管理團隊，并有效領(lǐng)導(dǎo)團隊的各項工作；
5.確保工作場所的運行符合國家、地方和學校的安全生產(chǎn)法律法規(guī)和規(guī)章制度。維護工作場所和設(shè)備的使用，并確保其安全性；
6.為師生的安全設(shè)備提供保障，設(shè)計安全培訓計劃并組織員工進行培訓。
7.指導(dǎo)、監(jiān)督師生的教學活動和實驗活動，保障其安全性。
8.協(xié)助、監(jiān)督員工和學生進行定期安全檢查。
任職條件
1.擁護中國共產(chǎn)黨的領(lǐng)導(dǎo)，堅持正確的政治方向，熱愛高等教育工作，遵紀守法，身體健康，具有良好的品行與職業(yè)道德，申請時年齡不超過40周歲。
2.具有化學相關(guān)專業(yè)的本科及以上學位，最高學歷應(yīng)從國內(nèi)外高水平大學或研究機構(gòu)獲得，工作背景和業(yè)績特別突出者可酌情放寬條件。
3.具有不少于3年的合成化學實驗室工作經(jīng)歷或不少于5年的實驗室安全管理經(jīng)驗，擅長團隊管理與協(xié)作；熟悉國內(nèi)外涉化實驗室安全的相關(guān)法律法規(guī)及規(guī)章制度、具有對工作場所可能存在的安全風險進行評估、預(yù)防、處理和善后的能力者優(yōu)先。
4.具有較強的英文聽說讀寫能力，既能熟練地閱讀英文資料，也能熟練地運用英文進行日常工作交流。

Safety Supervisor TJU-NUS Joint Institute in Fuzhou
Profile of the Joint Institute
Tianjin University (TJU), National University of Singapore (NUS), the Education Department of Fujian Province and the People's Government of Fuzhou City signed the Agreement for the Establishmentof Tianjin University-National University of Singapore Joint Institute in Fuzhou (hereinafter referred to as Joint Institute) on 1 December 2018. Drawing on the strengths and resources of two elite universities, the Joint Institute aspires to be a world-class joint venture driving cutting-edge research, innovation and technology transfer, as well as the cultivation of future-ready top talents. Aligned with China’s national development strategies and the socio-economic development requirements, the Institute has strategic research focus on different areas spread out in three research centers, the Flexible and Emerging Optoelectronics Center, the Advanced Manufacturing Center, and the Energy Materials and Catalysis Center. The Joint Institute currently has 20 PIs (10 from Tianjin University and 10 from National University of Singapore), 7 research scientists, 26 post-doctoral researchers, and 169 doctoral students.
Workplace
Binhai New City, Changle District, Fuzhou City. Training on safety management in relevant schools and departments of National University of Singapore may be arranged after recruitment.

Job responsibilities
?Formulating laboratory safety management rules and standard operating procedures (including standard operating procedures for experiments and equipment), as well as a complete laboratory safety management system;
?Guiding the safety management of laboratories and supervision on the implementation of the safety management rules;
?Establishing a complete and feasible workplace safety risk assessment,prevention,incident reporting and resolution mechanism;
?Setting up a laboratory safety management team and effectively leading the team’s work;
?Ensuring that the operation of the workplace complies with all relevant national, local and university safety laws, regulations and rules, and ensuring that the workplace and equipment are safe and well maintained;
?Ensuring that faculty, staff and students have the access to resources of solving their safety needs, arranging safety training programs and providing work-related safety training;
?Ensuring that faculty and staff receive adequate safety related training before carrying out activities that may face safety and health risks; in the cases where students carry out these activities, to ensure they have adequate supervision;
?Assisting and supervising faculty, staff and students to conduct regular safety inspections.
Qualifications
?Conformity to the laws and regulations of the People's Republic of China, physically competent to perform job duties with professional ethics and preferably aged below 40;
?Bachelor degree or above in chemistry with the highest degree obtained from a high-level university or research institution at home or abroad; This requirement may be adjusted as appropriate for those with outstanding performance.
?No less than 3 years of work experience in synthetic chemistry laboratories or no less than 5 years of experience on laboratory safety management with good team spirit. Candidates familiar with the relevant laws, rules and regulations on the safety of chemical laboratories, and with demonstrated ability to assess, prevent and deal with the safety risks in research institutes and/or university laboratory settings are preferred.

1.負責學校及學院的實驗室安全管理制度在聯(lián)合學院（實驗室）的實施，熟悉實驗室安全的管理規(guī)程，按制度行使管理員職權(quán)和履行管理責任，監(jiān)督實驗室安全管理與運行的規(guī)范化；
2.負責聯(lián)合學院（實驗室）安全規(guī)范的不斷細化，參加安全審核，作為聯(lián)合學院（實驗室）的第一聯(lián)絡(luò)人，協(xié)調(diào)實驗室安全管理工作；
3.開展定期與不定期安全檢查，監(jiān)督實驗室內(nèi)儀器、藥品放置、使用、保存等符合規(guī)范，發(fā)現(xiàn)問題及時糾正；
4.嚴格執(zhí)行有關(guān)規(guī)定，加強對有毒、有害、易燃易爆品的監(jiān)督和檢查，定期和不定期核查采購、登記、儲存、使用和處置工作，及時上報需處置的過期物品，加強實驗室的安全管理；
5.按規(guī)定對滅火器材及時檢查、維護、更換；對實驗室人員管理、培訓、防火、防盜等工作予以監(jiān)督和檢查；
6.負責聯(lián)合學院（實驗室）人員安全培訓，提高研究人員的安全意識；經(jīng)常性開展博士后、研究生等實驗室工作人員的安全教育，以及對實驗用具和藥品的管理核查，防止傷害事故的發(fā)生；
7.負責聯(lián)合學院應(yīng)急預(yù)案和組織安全演習，協(xié)助制定突發(fā)事件應(yīng)急預(yù)案并組織演練，掌握各類事故發(fā)生時的處置方法；
8.完成領(lǐng)導(dǎo)交辦的其它工作。
