INVITATION
為進(jìn)一步完善科學(xué)基金人才資助體系，充分發(fā)揮科學(xué)基金引進(jìn)和培養(yǎng)人才的功能，吸引海外優(yōu)秀青年人才回國(guó)(來(lái)華)工作，國(guó)家自然科學(xué)基金委員會(huì)2022年繼續(xù)實(shí)施國(guó)家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)，現(xiàn)將我校有關(guān)申報(bào)事宜公告如下：
The National Natural Science Foundation of Excellent Young Science Fund (Overseas), which was established by the National Natural Science Foundation of China (NSFC) in 2022, aims at further improving the talent funding system,giving full play to the function of introducing and nurturing talents and attracting outstanding young talents from overseas to (return to) work in China. The relevant application matters of NEAU are as follows:
一、項(xiàng)目介紹 About the Fund
優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績(jī)的海外優(yōu)秀青年學(xué)者(含非華裔外籍人才)回國(guó)(來(lái)華)工作，自主選擇研究方向開(kāi)展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長(zhǎng)，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國(guó)建設(shè)貢獻(xiàn)力量。
Excellent Young Science Fund (Oversea) is conducted to attract and encourage outstanding young overseas scholars (including non-Chinese expatriates) who have achieved good accomplishment in natural science and engineering technology, etc.,to return (come) and work in China. NSFC encourages the young overseas scholars to choose research directions independently and carry out innovative research, which promotes the rapid growth of young scientific and technological talents, cultivates a group of outstanding key scholars who are expected to rank the forefront of science and technology in the world, and provides powerful support for building China's strength in science and technology.
二、申請(qǐng)條件 Eligibility
1.具體條件
(1)遵守中華人民共和國(guó)法律法規(guī)，具有良好的科學(xué)道德，自覺(jué)踐行新時(shí)代科學(xué)家精神;
Complying with the laws and regulations of the People's Republic of China, have good scientific ethics, consciously practice the spirit of scientists of the new era;
(2)出生日期在1982年1月1日以后;
Born after January 1,1982;
(3)具有博士學(xué)位;
Having a doctorate degree;
(4)研究方向主要為自然科學(xué)、工程技術(shù)等;
The research mainly focuses on natural sciences, engineering technology,etc.;
(5)在2022年4月15日前，一般應(yīng)在海外高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷;在海外取得博士學(xué)位且業(yè)績(jī)特別突出的，可適當(dāng)放寬工作年限要求;
Generally obtaining formal teaching or scientific research positions in overseas universities, scientific research institutions, or corporate R&D institutions, and having worked for more than 36 consecutive months; for those who have obtained a doctorate degree overseas with outstanding performance,the requirements for working years can be lowered appropriately;
(6)取得同行專家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿?
Having obtained scientific research or technical achievements recognized by peer experts, and having the potential to become academic leaders or outstanding talents in corresponding field;
(7)申請(qǐng)人尚未全職回國(guó)(來(lái)華)工作，或者2021年1月1日以后回國(guó)(來(lái)華)工作。獲資助通知后須辭去海外工作或在海外無(wú)工作，全職回國(guó)(來(lái)華)工作不少于3年。
The applicant who has not yet returned (or come) to work in China full-time, or returned (or came) to work in China after January 1.2021. must resign from work abroad upon notification of funding or have no job overseas and guarantee no less than 3 years of full-time work in China.
2.限項(xiàng)要求
優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)執(zhí)行《2022年度國(guó)家自然科學(xué)基金項(xiàng)目指南》中優(yōu)秀青年科學(xué)基金項(xiàng)目的限項(xiàng)要求，同層次國(guó)家人才計(jì)劃只能承擔(dān)一項(xiàng)，不能逆層次申請(qǐng)。
Excellent Young Science Fund (Oversea) are subject to the limited requirements of the National Natural Science Foundation of China (NSFC) project guidelines in 2022. The national talent plan of the same level can only undertake one project, and cannot apply in reverse level.
三、相關(guān)待遇 Awards
入選海外優(yōu)青，除享受國(guó)家項(xiàng)目相應(yīng)待遇外，我校提供以下待遇：
In addition to the national award, NEAU provides the following benefits:
1.直評(píng)為教授或研究員;授予碩士(博士)研究生導(dǎo)師資格;
Direct evaluation as professor or researcher; confer master's (doctor's) Postgraduate Tutor qualification;
2.提供年薪不低于40萬(wàn)元人民幣，提供社會(huì)保險(xiǎn)及住房公積金;
Being provided an annual salary of no less than 400,000 CNY and Social Insurance and the Housing Provident Fund;
3.提供一次性生活補(bǔ)貼不低于30萬(wàn)元人民幣;
Being provided one-time extra allowance for living expenses of no less than300,000 CNY;
4.提供科研啟動(dòng)費(fèi)200萬(wàn)元，支持組建科研團(tuán)隊(duì);
Being provided 2,000,000 CNY for the start-up of scientific research; Being supported of the formation of academic teams;
5.提供不少于100平方米的辦公室及獨(dú)立實(shí)驗(yàn)室;
Offices and independent laboratories of no less than 100 ㎡;
6.提供校內(nèi)100平米左右人才周轉(zhuǎn)住房一套;
Being provided a set of talents turnover housing of about 100 ㎡ in the school;
7.享受我校正式教職工的相應(yīng)待遇，提供“黑龍江省高層次人才服務(wù)卡”，在落戶、出入境、醫(yī)療、出行等12方面享有優(yōu)待政策;
Being provided full-time faculty and staff of NEAU; Being provided “Heilongjiang Province high-level Talent Service Card”, and enjoying favorable policies in 12 aspects such as accommodation, Exit-Entry, medical care, travel etc.;
8.對(duì)于特別優(yōu)秀的人才，政策待遇采取一人一議。
For particularly outstanding talents, policies and treatments will be varied accordingly.
四、申請(qǐng)須知 Application Guide
1.符合條件的申請(qǐng)人，可按照項(xiàng)目指南要求，與東北農(nóng)業(yè)大學(xué)簽訂工作合同或者意向性協(xié)議，于2022年2月15日以后登錄信息系統(tǒng)(https://isisn.nsfc.gov.cn/)，在線填寫《國(guó)家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)申請(qǐng)書(shū)》(以下簡(jiǎn)稱申請(qǐng)書(shū))。申請(qǐng)人對(duì)所提交申請(qǐng)材料的真實(shí)性負(fù)責(zé)。
The qualified applicants can sign a work contract or intention agreement with Northeast Agricultural University in accordance with the requirements of the project guide, log in to the information system after February 15, 2022 (https://isisn.nsfc.gov.cn/), and fill in the application form for Excellent Young Science Fund Project (Overseas)of NSFC. The applicant shall be responsible for the authenticity of the application materials submitted.
2.申請(qǐng)人應(yīng)當(dāng)按照申請(qǐng)書(shū)填報(bào)說(shuō)明和撰寫提綱的要求用簡(jiǎn)體中文或英文在線填寫申請(qǐng)書(shū)，并上傳附件等材料。
The applicant shall fill in the application form online in simplified Chinese or English according to the requirements of filling in instructions and writing outline of the application form, and upload the attachment and other materials.
3.優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)實(shí)行無(wú)紙化申請(qǐng)方式，申請(qǐng)人在線提交電子申請(qǐng)書(shū)及附件、公正性承諾書(shū)等材料至東北農(nóng)業(yè)大學(xué)，由我校審核后在線提交國(guó)家自然科學(xué)基金委。
Excellent Youth Science Found Project (Overseas) adopts paperless application mode. The applicant submits the electronic application form, attachment, impartiality commitment and other materials to Northeast Agricultural University online, which will be submitted to the NSFC online after being reviewed by NEAU.
