Northeast Agricultural University Calling for Applications for the NSFC Distinguished Young Scholars Program (Overseas) in 2023
為進(jìn)一步完善科學(xué)基金人才資助體系，充分發(fā)揮科學(xué)基金引進(jìn)和培養(yǎng)人才的功能，吸引海外優(yōu)秀青年人才回國（來華）工作，國家自然科學(xué)基金委員會(huì)2023年繼續(xù)實(shí)施國家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目（海外），現(xiàn)將我校有關(guān)申報(bào)事宜公告如下：
National Natural Science Foundation of China (NSFC) committee continues to implement National Science Fund Program for Distinguished Young Scholars (Overseas) in 2023, aiming at further improving system of talent funding, bringing the function of introducing and nurturing talents into full play, and attracting outstanding young talents from overseas to (return to) work in China. The relevant application matters of NEAU are as follows:
一、項(xiàng)目介紹 About the Fund
優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國（來華）工作，自主選擇研究方向開展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國建設(shè)貢獻(xiàn)力量。
National Science Fund Program for Distinguished Young Scholars (Overseas) aims to attract and encourage outstanding overseas young scholars (including non-Chinese foreign talents) who have made outstanding achievements in natural science and engineering technology to return (or come) to China to work. NSFC encourages them to conduct innovative research in fields they choose independently for the purposes of prompting fast growths of young scientific and technological talents and cultivating a number of outstanding academic scholars who are expected to reach the world's leading science and technology frontiers, and contributes to building China's strength in science and technology.
二、申請條件 Eligibility
1．具體條件 Applicant Requirements
?。?）遵守中華人民共和國法律法規(guī)，具有良好的科學(xué)道德，自覺踐行新時(shí)代科學(xué)家精神；
Abide by the laws and regulations of the People's Republic of China, have good scientific ethics, and consciously uphold the spirit of scientists in the new era;
?。?）出生日期在1983年1月1日以后；
Born after January 1, 1983;
?。?）具有博士學(xué)位；
Have a Ph.D. degree;
?。?）研究方向主要為自然科學(xué)、工程技術(shù)等；
A major research direction in natural science and engineering technology,etc.;
?。?）在2023年3月15日前，一般應(yīng)在海外高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績特別突出的，可適當(dāng)放寬工作年限要求；
Have served, before March 15, 2023, in formal teaching or scientific research positions in overseas universities, scientific research institutions, or corporate R&D institutions for more than 36 consecutive months; for the applicant who has obtained a Ph.D. degree overseas with outstanding academic performance, the requirement for working years can be reduced;
?。?）取得同行專家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>
Have obtained scientific research or technical achievements recognized by peer experts, and demonstrated the potential to become academic leaders or outstanding talents in corresponding fields;
?。?）申請人尚未全職回國（來華）工作，或者2022年1月1日以后回國（來華）工作。獲資助通知后須辭去海外工作或在海外無工作，全職回國（來華）工作不少于3年。
Applicants should have not yet returned (or come) to work full-time in China, or returned (or came) to work in China after January 1, 2022. After receiving the funding, applicants should quit overseas jobs or have no overseas jobs and guarantee to work full-time in China for at least three years.
2．限項(xiàng)要求Application Limit
優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）執(zhí)行中央有關(guān)部門關(guān)于科技人才計(jì)劃統(tǒng)籌銜接的要求。同層次國家人才計(jì)劃只能承擔(dān)一項(xiàng)，不能逆層次申請。
National Science Fund Program for Distinguished Young Scholars (Overseas) implements the requirements of relevant central departments on the overall planning and proper connection of scientific and technological talent plans. Applicants can undertake only one type of project among the same level of national talent plans.Those who have undertaken a project at a higher level may not apply for one at a lower level.
三、相關(guān)待遇 Treatment
入選海外優(yōu)青，除享受國家項(xiàng)目相應(yīng)待遇外，我校提供以下待遇：
In addition to the national awards, NEAU provides the following benefits:
1．直評(píng)為教授或研究員；授予博士研究生導(dǎo)師資格；
Directly appointed as professor or researcher and conferred Ph.D. supervisor qualification;
2．提供年薪不低于40萬元人民幣，提供社會(huì)保險(xiǎn)及住房公積金；
Annual salary of no less than 400,000 CNY, social insurance and housing provident fund;
3．提供一次性生活補(bǔ)貼不低于60萬元人民幣；
One-time living subsidies of no less than 600,000 CNY;
4．提供科研啟動(dòng)費(fèi)不低于200萬元，支持組建科研團(tuán)隊(duì)；
Scientific research start-up funds of no less than 2,000,000 CNY; supporting to establish scientific research team;
5．享受我校正式教職工的相應(yīng)待遇，提供"黑龍江省高層次人才服務(wù)卡”，在落戶、出入境、醫(yī)療、出行等方面享有優(yōu)待政策；
Enjoying the corresponding treatment of full-time faculty and staff of NEAU; being awarded "Heilongjiang Province High-level Talent Service Card" and enjoying preferential policies in twelve aspects, including accommodation, exit-entry, medical care, travel, etc.;
6.協(xié)助解決配偶工作、子女入學(xué)（托）等問題。
The university will assist in solving problems such as spouse's work arrangement and children's schooling, etc.
7．待遇政策均可一人一議。
A case-by-case approval scheme will be applied.
四、申請須知 Application Guide
1．符合條件的申請人，可按照項(xiàng)目指南要求，與東北農(nóng)業(yè)大學(xué)簽訂工作合同或者意向性協(xié)議，于2023年1月15日以后登錄信息系統(tǒng)(https://grants.nsfc.gov.cn/)，在線填寫《國家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）申請書》（以下簡稱申請書）。申請人對(duì)所提交申請材料的真實(shí)性負(fù)責(zé)。
Qualified applicants can sign a work contract or intentional agreement with NEAU in accordance with the requirements of the project guide, log in to the information system after January 15, 2023 (https://grants.nsfc.gov.cn/), and fill in the Application Form for NSFC Distinguished Young Scholar Fund Program (Overseas) online. Applicants shall be responsible for the authenticity of the application materials.
2．申請人應(yīng)當(dāng)按照申請書填報(bào)說明和撰寫提綱的要求用簡體中文或英文在線填寫申請書，并上傳附件等材料。
Applicants shall fill in the application form online in simplified Chinese or English according to the requirements of filling instructions and writing outline, and upload the attachments and other materials.
3．優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）實(shí)行無紙化申請方式，申請人在線提交電子申請書及附件、公正性承諾書等材料至東北農(nóng)業(yè)大學(xué)，由我校審核后在線提交國家自然科學(xué)基金委。
National Science Fund Program for Distinguished Young Scholars (Overseas) only accepts paperless application. Applicants should submit electronic application form, attachments, impartiality commitment and other materials to Northeast Agricultural University online, and NEAU will review and submit the application to the NSFC online.
